Sunrise Energy Metals (ASX: SRL) Approves Scandium Mine as US$400 Million US Funding Opens a New Chapter

Sunrise Energy Metals has taken a major step towards becoming a significant Western scandium producer, approving the Final Investment Decision (FID) for its Syerston Scandium Project in New South Wales. With planned annual production of 60 tonnes of high-purity scandium oxide, a targeted start-up in the second half of 2028 and conditional US government financing of up to US$400 million, the company is moving beyond development studies towards establishing a new critical minerals supply chain. The latest milestone strengthens the project's foundations, while opening an important opportunity to capture growing demand from advanced manufacturing, aerospace and defence.

Key numbers

  • 60 tonnes: Planned annual scandium oxide production capacity.
  • 64,000 tonnes: Annual ore processing capacity.
  • 88%: Forecast processing recovery rate.
  • US$322 million: Central development capital estimate for the mine and refinery.
  • A$148.1 million: Cash available at 30 September 2026.

Syerston moves into its most important development phase

The 2 November FID approval represents a defining milestone for Sunrise, bringing its long-planned scandium development closer to becoming a producing operation.

Located near Fifield in central-west NSW, Syerston is being developed as a primary scandium operation using open-pit mining and hydrometallurgical processing. Its planned refinery will produce scandium oxide with purity exceeding 99.9%, targeting applications in advanced aluminium alloys, aerospace, defence and specialist industrial technologies.

The project is designed to process 64,000 tonnes of ore annually, with a forecast recovery rate of 88%. Its proposed 32-year operating life comprises 21 years of mining followed by 11 years of processing stockpiled material.

Importantly, the project has progressed beyond feasibility and engineering, with early infrastructure activities, procurement planning and construction preparation already advancing.

Sunrise is targeting first commercial production in the second half of 2028, with an anticipated construction and commissioning period of approximately 24 months.

For the company, this represents a transition from proving the technical and economic foundations of the development to executing a defined production strategy.

US$400 million financing commitment provides strategic backing

Another important development is the conditional commitment of up to US$400 million in long-term debt financing from the US Department of War's Office of Strategic Capital (OSC).

The proposed 25-year facility highlights the strategic importance of establishing alternative Western scandium supply chains, particularly for defence, aerospace, advanced manufacturing and emerging energy technologies.

This support provides Sunrise with a potentially significant funding pathway while reinforcing the strategic relevance of Syerston beyond Australia's critical minerals sector.

The proposed US redomiciliation and Nasdaq listing form part of the financing arrangements. Under the proposed structure, a newly incorporated Delaware company would become the group's parent entity, with existing shareholders receiving ASX-listed CHESS Depositary Interests or electing to hold Nasdaq-listed shares.

The transaction remains subject to shareholder, court, regulatory and exchange approvals, while the financing itself requires completion of due diligence, definitive documentation and other conditions precedent.

Although financial close remains outstanding, the proposed arrangement provides a potentially important foundation for funding the next stage of development.

An expanded development strategy creates additional opportunities

Sunrise's development ambitions have evolved considerably from the original feasibility study.

The March 2026 study estimated approximately US$120 million in development capital for an initial 60-tonne annual operation. Subsequent expansion incorporated additional refinery capabilities, power infrastructure and a proposed US-based scandium metallisation facility.

The revised central development capital estimate for the mine and refinery is US$322 million. A broader development estimate of A$450 million to A$475 million also incorporates the expanded supply-chain strategy.

The proposed metallisation capability is particularly interesting because it could allow Sunrise to participate further along the scandium value chain, potentially accessing higher-value advanced materials applications rather than focusing exclusively on oxide production.

Financially, Sunrise held A$148.1 million in cash at 30 September 2026, including approximately A$48.2 million of quarterly inflows from option exercises and other funding activities.

This provides an important financial foundation as the company progresses towards construction, with the conditional US financing expected to play a central role in meeting the broader development requirements.

Growing scandium applications could support a new Western supplier

The commercial opportunity extends beyond establishing another mining operation.

Sunrise estimates current global scandium oxide consumption at approximately 50 to 60 tonnes annually, meaning its planned 60-tonne production capacity could represent a substantial contribution to existing supply.

Management anticipates global consumption could increase towards 300 tonnes annually by 2030, driven by applications in solid oxide fuel cells, aerospace, defence and advanced aluminium-scandium alloys.

These applications are particularly attractive because scandium can improve the strength, durability and performance of aluminium alloys while reducing weight, an important consideration for aerospace and advanced manufacturing.

The company's strategy to combine Australian production with downstream processing capabilities in the US could therefore provide a differentiated position within an emerging critical minerals supply chain.

Sunrise has reported ongoing discussions with prospective customers for scandium oxide and scandium metal. Converting these discussions into binding offtake agreements will be an important next step in establishing commercial revenue visibility.

Its separate nickel-cobalt development remains on care and maintenance, allowing management to concentrate resources on the scandium opportunity while retaining longer-term optionality.

Insight: Sunrise is positioning itself for a larger role in Western critical minerals supply

We believe the significance of Sunrise's latest milestone extends beyond the approval of a new scandium mine. The combination of planned 60-tonne annual production, US government financing support of up to US$400 million and proposed downstream metallisation capabilities creates an opportunity to establish an integrated Western supply chain. With A$148.1 million in cash at September 2026, the company has an important financial starting point. The next catalyst is converting financing support and customer discussions into definitive commitments ahead of 2028 production.

The verdict: A promising development enters its execution phase

Sunrise has made substantial progress towards establishing a new primary scandium operation, with the Syerston FID marking an important turning point in the company's development.

The combination of a defined production strategy, strategic US government support and opportunities to participate in higher-value downstream processing provides a compelling basis for further commercial progress.

While financing conditions, construction delivery and customer agreements remain important milestones, the company now has a clearer pathway towards production than it did during the feasibility stage.

We see the next phase as particularly interesting. Definitive financing, progress on the proposed US corporate restructuring, binding offtake agreements and construction milestones will provide increasingly meaningful evidence of the project's commercial potential.

If management executes successfully, Sunrise could become an important participant in the development of a more diversified Western scandium supply chain.
